LONG RANGE PLAN 2010-2015
JEFFERSON COUNTY HISTORIC LANDMARKS COMMISSION

Stewardship of JCHLC properties, NATIONAL REGISTER AND COUNTY LANDMARKS, and RECORDS
1. PETER BURR FARM
a. Revise Peter Burr Farm master plan (COMPLETE 2/11)
b. Implement recommendations of master plan
i. Revise and implement security plan
(FIRE DETECTION SYSTEM INSTALLED 2/11)
ii. Implement ADA report recommendations
iii. Initiate conversation with JC Board of Ed concerning use of adjoining property (NATURE TRAIL APPROVED BY R. DINGES 1/11 )
iv. Rehouse archeological artifacts
2. SNOW HILL/POOR FARM
a. Remove asbestos (COMPLETE 5/11)
b. Structure stabilization; masonry, windows, security
c. Contract for historic structures report
d. Create a master plan which includes an adaptive reuse plan
e. Develop additional funding sources: SHPO and JC Commission
f. Improve site landscaping
3. JEFFERSON COUNTY COURTHOUSE
a. Contract for historic structures report (COMPLETE 11/10)
b. Work with courthouse committee to ensure historic preservation is a priority
4. SHEPHERDSTOWN CEMENT MILL
a. Participate in acquisition and transfer of property to National Park Service
5. Review development projects for their possible impact on historic resources
6. Actively oppose current route of PATH (PATH APPLICATION WITHDRAWN 3/11)
7. Improve JCHLC records storage and access
a. Collect and inventory records
b. Identify secure storage location
c. Rehouse records
d. Duplicate records for offsite storage
e. Allow for online access to records
8. Develop additional funding sources to accelerate project completion

SURVEYS, DATA COLLECTION, & RESEARCH ON JC HISTORIC PROPERTIES
1. Identify and nominate JC properties as NR or County Landmarks
a. Continue to nominate NR properties and districts and assist the public in doing the same
b. Continue to designate JC county historic landmarks
c. Continue to assist SHPO in review of such projects
2. Complete all current data categories of JCHLC database
3. Create or acquire a JC Civil War battlefields GIS layers (COMPLETE 8/10)
4. Assess battlefield boundaries for possible National Register Nomination
5. Initiate view shed surveys of Jefferson County (in priority order)
a. Route 340 corridor, Harpers Ferry to VA line (COMPLETE 2/11)
b. Route 9 corridor, VA line to Berkley County line
c. State Route 51
d. State Route 45
e. Key road junctions in historic villages
6. Establish prioritized list of research needs
7. Establish prioritized list of additional GIS layers needed for JCHLC

Integrating JCHLC GOALS with JC Planning Commission process
1. Require archeological resource review for all subdivision applications
2. Acquire easy access to GIS archaeological resources map from State of WV
3. Require demolition permits for all Category 1 structures listed on JCHLC survey
4. Designate setbacks for all Category 1 structures on JCHLC survey

Collaborate with other landmark commissions, Boards, County offices, SHEPHERD UNIVERSITY, and private organizations
1. Devote one JCHLC meeting annually to joint meeting with all JC landmarks commissions
2. Establish liaison position with JC Parks and REC
a. Collaborate on creation of historic walking trails
b. Collaborate on creation of historic driving tours through the county
3. Establish liaison with JC Board of Education
4. Establish liaison with JC Economic Development Authority
5. Initiate demonstration project in one JC historic district/village
(COMPLETE - Middleway & Summit Point photo inventory Fall 2011)
6. Support establishment of Shepherdstown Battlefield Park
7. Establish a Memorandum of Understanding with Shepherd University Historic Preservation program (COMPLETE 11/10)
a. Host student summer internships (INTERNSHIPS HOSTED IN 2010 & 2011)

OUTREACH and PUBLIC EDUCATION
1. Work to digitize and make available JC related resources; articles, books, photographs
2. Create an email and mailing list for interested county residents
3. Sponsor semiannual JCHLC lecture in conjunction with other JC historic preservation groups
4. Sponsor annual awards and recognition dinner
5. Sponsor annual JCHLC photo contest
6. Initiate annual contact with National Register and County Landmark property owners
7. Continuous improvement of JCHLC website (SITE UPDATED MONTHLY)
8. Support work of WV GeoExplorer Project (WEBSITE LAUNCHED AND PROJECT ONGOING)
